Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. The Dow Jones Industrial Average fell 230 points, or 0.7%. But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides.
