Дмитрий Григоренко: Новый подход к оценке ИТ-эффективности госорганов
Утверждены новые критерии оценки цифровой трансформации федеральных ведомств. Решения приняты на заседании подкомиссии по ключевым проектам цифровой трансформации госуправления под председательством Заместителя Председателя Правительства – Руководителя Аппарата Правительства Дмитрия Григоренко.
В прошлом году госорганы достигли рекордного исполнения бюджета на ИТ-расходы – 99,7%. Теперь акцент смещается на реализацию программ цифровизации.
Для достижения данной цели разработаны новые показатели оценки эффективности работы министерств и ведомств по этому направлению: ⚫️Услуги в электронном виде по принципу «жизненные ситуации»; ⚫️Переход на отечественное ПО; ⚫️Внедрение ИИ; ⚫️Информационная безопасность.
Также на заседании подкомиссии были утверждены перечни приоритетных государственных систем. В том числе топ-10 новых федеральных ГИС.
По словам Министра цифрового развития, связи и массовых коммуникаций Максута Шадаева, эти перечни лягут в основу реестра ИТ-расходов всех федеральных министерств и ведомств.

For the past few weeks, the 10-year yield has traded between 1.72% and 2%, as traders moved into the bond for safety when Russia headlines were ugly—and out of it when headlines improved. Now, the yield is touching its pandemic-era high. If the yield breaks above that level, that could signal that it’s on a sustainable path higher. Higher long-dated bond yields make future profits less valuable—and many tech companies are valued on the basis of profits forecast for many years in the future. Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. These administrators had built substantial positions in these scrips prior to the circulation of recommendations and offloaded their positions subsequent to rise in price of these scrips, making significant profits at the expense of unsuspecting investors, Sebi noted.
