По мнению авторов инициативы, неквалифицированные работники, прибывшие из-за рубежа и являющиеся носителями другой культуры, не должны иметь права на получение ВНЖ в России и российского гражданства.
В сопроводительных документах также предлагается запретить въезд в РФ членам семей и близким родственникам иностранцев, привлекаемых в рамках организованного набора.
