Базельская конвенция контролирует трансграничную перевозку опасных отходов, это один из важнейших международных экологических документов.

Мы разработали преобразующую поправку. Она устанавливает срок ответа для государства-импортёра после получения уведомления от страны, запрашивающей разрешение на перемещение отходов, — 90 дней с возможностью продления на срок, удобный стороне импорта с извещением об этом стороны экспорта. Сейчас такого ответа можно ждать годами.

Обсудили наше предложение со странами-участниками Конвенции на вебинаре при поддержке Секретариата БРС. Этот вопрос включён в предварительную повестку дня Конференции Сторон, которая состоится с 28 апреля по 9 мая 2025 года.

Наша поправка позволит защитить экспортные операции, которые подпадают под действие Конвенции, от неоправданных рисков — финансовых и экологических издержек.
