«Террористами» в методичке ФБР объявлены люди, которые поддерживают Вторую поправку, Гадсденовский флаг, флаг анкапа и эмблемы, отсылающие к войне за независимость. В листовке как террористка упоминается хладнокровно убитая силовиками в Капитолии Эшли Баббит и Киллдозер.
