They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government. False news often spreads via public groups, or chats, with potentially fatal effects.
