Законопроект был предложен депутатом Госдумы от КПРФ Ниной Останиной. В соответствии с ним за продажу энергетиков детям будут налагаться штрафы на физических лиц в размере от 30 тыс. до 50 тыс. рублей, на должностных лиц — от 100 тыс. до 200 тыс. рублей, на юридических лиц — от 300 тыс. до 500 тыс. рублей. Закон о запрете продажи энергетиков несовершеннолетним был принят в августе и вступит в силу с 1 марта следующего года, но штрафы в нем указаны не были.
