Конституционный суд (КС) начал изучать новую жалобу на положения законов «Об основных гарантиях избирательных прав».
Заявителем стал экс-кандидат в депутаты совета депутатов муниципального округа Преображенское Москвы Антон Тимченко («Справедливая Россия»), которого сняли с выборов за использование в агитационных материалах цитаты председателя КС Валерия Зорькина и фрагмента песни группы «Наутилус помпилиус» без ссылок на авторов и их согласия.
После того как судьи изучат обращение, КС может либо принять жалобу к рассмотрению по существу, либо опубликовать определение об отказе.
В своей жалобе Тимченко оспаривает нормы, которые позволяют отменять регистрацию кандидата на выборах в случае нарушения им законодательства об интеллектуальной собственности в предвыборной агитации.

In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. Telegram has gained a reputation as the “secure” communications app in the post-Soviet states, but whenever you make choices about your digital security, it’s important to start by asking yourself, “What exactly am I securing? He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations. Given the pro-privacy stance of the platform, it’s taken as a given that it’ll be used for a number of reasons, not all of them good. And Telegram has been attached to a fair few scandals related to terrorism, sexual exploitation and crime. Back in 2015, Vox described Telegram as “ISIS’ app of choice,” saying that the platform’s real use is the ability to use channels to distribute material to large groups at once. Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. If you initiate a Secret Chat, however, then these communications are end-to-end encrypted and are tied to the device you are using. That means it’s less convenient to access them across multiple platforms, but you are at far less risk of snooping. Back in the day, Secret Chats received some praise from the EFF, but the fact that its standard system isn’t as secure earned it some criticism. If you’re looking for something that is considered more reliable by privacy advocates, then Signal is the EFF’s preferred platform, although that too is not without some caveats.
