Президент России Владимир Путин в Послании Федеральному Собранию поручил определить перечень населенных пунктов для их развития. Для него потребуется привлечение частных стратегических партнеров, в качестве которых могут выступать крупные предприятия, осуществляющие свою деятельность в указанных городах.

Законопроект «О социальных инфраструктурных контрактах» предполагает создание нового механизма взаимодействия государства с частными партнерами.
