Новый памятный мурал появился в городе Торопец Тверской области. На нём изображён ветеран Великой Отечественной войны Николай Александрович Быстров.

В 1944 году Николай Александрович поступил в Курганскую авиационную школу. После учёбы его направили в Кёнигсберг, в штаб авиации Балтийского флота. После 30-летней службы ушёл в запас в звании подполковника.

He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations. Recently, Durav wrote on his Telegram channel that users' right to privacy, in light of the war in Ukraine, is "sacred, now more than ever." However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders.
