Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. Subsequently, control of the company was reportedly handed to oligarchs Alisher Usmanov and Igor Sechin, both allegedly close associates of Russian leader Vladimir Putin.
