Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. Elsewhere, version 8.6 of Telegram integrates the in-app camera option into the gallery, while a new navigation bar gives quick access to photos, files, location sharing, and more. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content.
