Тавтология — это когда слова, близкие по смыслу или однокоренные, используют так, что никакого оправдания этому нет. То есть это однозначно речевая ошибка: «старая бабушка», «подниматься вверх» — не бывает молодых бабушек, подниматься вниз тоже нельзя.

Оказывается, что на подобные ошибки обращали внимание лингвисты и десятилетия назад: на фото ниже скрины из книги «Справочное место Русского слова» — это своеобразный справочник середины 19-го века для тех, кто хотел говорить и писать грамотно.
