Административное здание планировалось построить в честь героев авиации, спасших участников полярной экспедиции на пароходе "Челюскин", и, одновременно, как символ развития международных отношений СССР. Фигуру, держащую крылья, и венчающую здание, должен был выполнить скульптор Иван Шадр, будущий автор легендарной «Девушки с веслом».
