تعطیلی همه مدارس، دانشگاه‌ها، بانک‌ها، ادارات و حوزه‌های قضایی استان اردبیل به جز دستگاه‌های خدمات‌رسان در روز ۲۰ بهمن
🔹عزیز حبیبی، سرپرست معاونت توسعه مدیریت و منابع استانداری اردبیل گفت: با توجه به تداوم برودت هوا در اغلب استان‌ها و نیز به‌‌منظور صرفه‌جویی در مصرف انرژی و بر اساس تصمیم کارگروه مدیریت مصرف انرژی استان اردبیل، روز شنبه ۲۰ بهمن ۱۴۰۳ همه مدارس، دانشگاه‌ها، دستگاه‌های اجرایی، حوزه‌های قضایی، بانک‌ها (با تعیین شعب کشیک خدمات‌رسان) و مؤسسات دولتی و غیردولتی استان (به جز دستگاه‌های خدمات‌رسان) تعطیل اعلام می‌شود.
🔹وی بیان کرد: انتظار این است که صرفه‌جویی در مصرف انرژی با مشارکت همگانی و با جدیت بیشتر تداوم یابد.

Since its launch in 2013, Telegram has grown from a simple messaging app to a broadcast network. Its user base isn’t as vast as WhatsApp’s, and its broadcast platform is a fraction the size of Twitter, but it’s nonetheless showing its use. While Telegram has been embroiled in controversy for much of its life, it has become a vital source of communication during the invasion of Ukraine. But, if all of this is new to you, let us explain, dear friends, what on Earth a Telegram is meant to be, and why you should, or should not, need to care. In February 2014, the Ukrainian people ousted pro-Russian president Viktor Yanukovych, prompting Russia to invade and annex the Crimean peninsula. By the start of April, Pavel Durov had given his notice, with TechCrunch saying at the time that the CEO had resisted pressure to suppress pages criticizing the Russian government. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. On Telegram’s website, it says that Pavel Durov “supports Telegram financially and ideologically while Nikolai (Duvov)’s input is technological.” Currently, the Telegram team is based in Dubai, having moved around from Berlin, London and Singapore after departing Russia. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements.
