Open data in Europe 2024 [1] который также называют доклад по зрелости открытых данных (Open Data Maturity Report). В нём анализ состояния открытости данных, порталов открытых данных и госполитик в этой области по всем странам ЕС + некоторым странам кандидатам + Украине. Например, Сербия, а также Босния и Герцеговина там есть, а вот Грузии и Турции там нет. Впрочем на сегодняшний день это самый всеохватывающий доклад по открытости данных в отдельном над государственном образовании / регионе.

На первых трех местах по общей оценке идут: Франция, Польша и Украина, а на последних трёх: Албания, Мальта и Босния и Герцеговина. Последний случай особый, там отставание от стран ЕС наиболее серьёзно. По сути в Боснии и Герцеговине внятной политики открытости данных нет, портал данных тоже был в полурабочем состоянии когда я смотрел его в последний раз.

Лично мне доклад наиболее интересен большим числом кейсов, примеров и ссылок на порталы. Всегда есть что добавить в реестр каталогов данных Dateno.

Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. As the war in Ukraine rages, the messaging app Telegram has emerged as the go-to place for unfiltered live war updates for both Ukrainian refugees and increasingly isolated Russians alike. The news also helped traders look past another report showing decades-high inflation and shake off some of the volatility from recent sessions. The Bureau of Labor Statistics' February Consumer Price Index (CPI) this week showed another surge in prices even before Russia escalated its attacks in Ukraine. The headline CPI — soaring 7.9% over last year — underscored the sticky inflationary pressures reverberating across the U.S. economy, with everything from groceries to rents and airline fares getting more expensive for everyday consumers. Given the pro-privacy stance of the platform, it’s taken as a given that it’ll be used for a number of reasons, not all of them good. And Telegram has been attached to a fair few scandals related to terrorism, sexual exploitation and crime. Back in 2015, Vox described Telegram as “ISIS’ app of choice,” saying that the platform’s real use is the ability to use channels to distribute material to large groups at once. Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. Soloviev also promoted the channel in a post he shared on his own Telegram, which has 580,000 followers. The post recommended his viewers subscribe to "War on Fakes" in a time of fake news.
