Вариантов достаточно: от введения функционирующих механизмов контроля над расходованием получаемых тарифов до анонсирования каких-то программ, направленных на создание условий для сдерживания или снижения цен в рамках рыночных механизмов (пока что речь идет только о препятствовании таким процессам).
А так устами Грабчака (и других, даже менее сдержанных) Минэнерго говорит, что оно этим заниматься не собирается.
