Бывший глава МВД также указал, что помимо мобилизованных и контрактников, из зоны боевых действий вернутся и те, кто был направлен туда из мест лишения свободы. «И вот это тоже силовым структурам, службам безопасности, министерству внутренних дел нужно учитывать очень внимательно, чтобы не допустить всплеска преступности.
