Министр иностранных дел Франции Жан-Ноэль Барро обвинил Азербайджан в попытках дестабилизации ситуации в Новой Каледонии - заморской французской территорией в Океании.
Азербайджан учредил т.н. Бакинскую группу, призывающую к деколонизации французских территорий в Тихом океане. Азербайджанские политики из состава группы посетили Новую Каледонию и поддержали выступления местного населения против французских порядков.
Такой ход является, во-первых, ответом Баку на активизацию Парижа в Армении, вплоть до поставок французского оружия армянской армии, и во-вторых, отработкой Азербайджаном британской геополитической повестки.
В свете текущих мировых событий обостряются противоречия между европейскими государствами, в том числе бывшими колониальными империями. В этом процессе Баку играет на стороне Лондона.

Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. Update March 8, 2022: EFF has clarified that Channels and Groups are not fully encrypted, end-to-end, updated our post to link to Telegram’s FAQ for Cloud and Secret chats, updated to clarify that auto-delete is available for group and channel admins, and added some additional links. If you initiate a Secret Chat, however, then these communications are end-to-end encrypted and are tied to the device you are using. That means it’s less convenient to access them across multiple platforms, but you are at far less risk of snooping. Back in the day, Secret Chats received some praise from the EFF, but the fact that its standard system isn’t as secure earned it some criticism. If you’re looking for something that is considered more reliable by privacy advocates, then Signal is the EFF’s preferred platform, although that too is not without some caveats. Recently, Durav wrote on his Telegram channel that users' right to privacy, in light of the war in Ukraine, is "sacred, now more than ever." At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised.
