Bereits seit einigen Jahren ist unser Verlag regelmäßiger Gast der »Kolloquien«, also der großen jährlichen Veranstaltung des französischen Institut Iliade. Verlagsleiter Philip Stein sprach dort vor neun Jahren gar als erster Deutscher überhaupt. Die Partnerschaft zwischen unseren beiden Häusern ist mittlerweile offiziell, wie unsere »Fundamente«-Reihe in Zusammenarbeit mit eben jenem Institut deutlich macht. In dieser Reihe ist auch das Buch Henri Levavasseurs erschienen, der seit langem für das Institut tätig ist und mit nachfolgendem Text auf das diesjährige Kolloquium einstimmen möchte. Auch Jungeuropa wird dabei sein, Benedikt Kaiser wird einen Vortrag halten, wenn das Institut Iliade am 5. April 2025 in Paris wieder seine Tore öffnet.

Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee. A Russian Telegram channel with over 700,000 followers is spreading disinformation about Russia's invasion of Ukraine under the guise of providing "objective information" and fact-checking fake news. Its influence extends beyond the platform, with major Russian publications, government officials, and journalists citing the page's posts. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. "He has to start being more proactive and to find a real solution to this situation, not stay in standby without interfering. It's a very irresponsible position from the owner of Telegram," she said. The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War."
