На реконструкцию старейшего в городе ДК, открытого в 1979 году, муниципалитет выделит 871 млн рублей. На эти деньги обновят интерьер, реконструируют входную группу здания, заменят инженерные коммуникации, смонтируют архитектурную подсветку.
В рамках благоустройства территории предусмотрена реконструкция имеющегося фонтана и обустройство светомузыкального пешеходного фонтана.
Реконструкцию дворца культуры начали в 2018 году. Строители обновили фасад здания, но приостановили работы из-за проблем с финансированием. Во время визита в Старый Оскол в декабре 2024 года губернатор Вячеслав Гладков поручил возобновить капремонт и назначить руководителя ДК.
