30 апреля Генеральныйконсул России в Эрбиле М.О.Рубин выступил с лекцией перед студентами колледжа
политических наук Университета Салахаддин. В рамках семинара был проведенэкскурс в историю российско-курдских отношений, дана оценка текущему состоянию
и перспективам расширения двусторонних связей на политическом уровне, в сфереэкономики и образования. Особое внимание было уделено вкладу советских курдов в
победу в Великой Отечественной войне.
Состоялась такжевстреча с деканом данного колледжа Х.Халилем. В ходе беседы обсуждались пути
укрепления сотрудничества в научной и образовательной областях.

Генеральное консульство России в Эрбиле 11 мая организовало торжественный прием в честь 80-й годовщины Победы в Великой
Отечественной войне.
В мероприятии приняли участие представители местногополитического истеблишмента, дипломатического корпуса, силового блока, научных
кругов, бизнесмены, выпускники российских вузов и наши соотечественники.
Генеральный консул М.О.Рубин в своей речи подчеркнулисторическое значение Победы, напомнив о героизме советского народа, внесшего
решающий вклад в разгром нацизма, а также о важности сохранения памяти о техтрагических событиях. Особо отметил, что в рядах Красной армии также сражались
курды, трое из которых были отмечены званием Героя Советского Союза.
Со своей стороны руководитель Департамента международныхсвязей правительства Курдского автономного района Ирака С.Дезайи заявил, что
Победа над нацизмом в 1945 году является не только важной страницей в историиРоссии, но и общим наследием всего человечества, символом борьбы за свободу,
достоинство и мир.
Официальная часть приема завершилась праздничнымсалютом. Затем музыканты курдского симфонического оркестра исполнили ряд
мелодий военных лет. Мероприятие широко освещалось местными СМИ.

On May 11, 2025,the Consulate General of the Russian Federation in Erbil held a solemn
reception dedicated to the 80th anniversary of Victory in the Great PatrioticWar.
The event
gathered a wide range of distinguished guests, including representatives of theKurdistan Region’s political leadership, diplomatic corps, security and defense
institutions, academic community, business sector, alumni of Russianuniversities, and members of the Russian expatriate community.
In his keynote
address, Consul General Mr. Maxim Rubin highlighted the profound historicalimportance of Victory Day, paying tribute to the courage and sacrifice of the
Soviet people who played a decisive role in defeating Nazism. He stressed theimportance of preserving the memory of those tragic yet heroic events for
future generations. Mr. Rubin also noted the contribution of Kurdish soldierswho served in the Red Army, three of whom were honored with the title of Hero
of the Soviet Union.
Mr. SafeenDizayee, Head of the Department of Foreign Relations of the Kurdistan Regional
Government of Iraq, emphasized that the 1945 Victory over Nazism is not only akey moment in Russian history but also a shared legacy of humankind—a symbol of
the universal struggle for freedom, dignity, and peace.
The officialprogram concluded with a festive fireworks display, followed by a performance
by musicians of the Kurdish Symphony Orchestra, who played a selection ofwartime melodies. The event received wide coverage in regional media outlets.

Состоялось обсуждение вопросов сохранения
культурного наследия езидов, укрепления межрелигиозного диалога и возможностигуманитарного сотрудничества. Подчеркнута заинтересованность России в поддержании добрых отношений с представителями всех религиозных и этническихгрупп Курдского автономного района. Отмечено стремление властей региона создать
благоприятные условия для комфортного сосуществования представителей всехэтнорелигиозных меньшинств.

The parties discussed issues related to the preservation of the Yazidi cultural andreligious heritage, the promotion of interfaith dialogue, and prospects for humanitarian cooperation. The Russian side reaffirmed its commitment tofostering constructive relations with all religious and ethnic communities in the Kurdistan Region of Iraq. Particular emphasis was placed on the efforts ofthe regional authorities to ensure favorable conditions for the harmonious coexistence of all ethno-religious minorities.

🗓 On May 29, the United Nations and the entire international community will mark the International Day of UN Peacekeepers.
On this day, 77 years ago, the UN Security Council established the first peacekeeping mission – UN Truce Supervision Organisation designed to monitor the ceasefire after the 1948 Arab-Israeli War – which operates to this day.
🕊 Peacekeeping is a key area of UN work. Peacekeepers, including Russian troops, helped to settle multiple conflicts and restore peace in dozens of countries affected by violence and destruction.
🇷🇺 UN peacekeeping is an area of focus for Russia. As a permanent member of the UN Security Council, Russia is active in drafting mandates for UN peacekeeping operations, putting missions in a constructive and respectful frame of mind for cooperation with host countries.
❗️ As of today, Russia participates in seven UN peacekeeping missions from Western Sahara and South Sudan to the Middle East and Cyprus. The UN contingent includes 65 citizens of the Russian Federation, including 15 women. Russia is also among top ten contributors to budgets of peacekeeping operations.
Our country attaches much importance to training peacekeepers, including foreign specialists. Domodedovo, Moscow Region, is where the UN-accredited All-Russia Peacekeepers Training Centre of the Russian Interior Ministry is based, drilling law enforcement officers for participation in UN peacekeeping missions. Since 2000, over 350 individuals from about 50 countries have completed the course of training at the centre.

They place great importance on educating the younger generations, strengthening family values, and implementing large-scale initiatives in culture, education, enlightenment, and charitable activity. And, of course, your efforts to support the defenders of the Fatherland and their families and friends are especially worthy of the deepest respect and recognition.

5 июня специальный представитель ПрезидентаРоссийской Федерации по Ближнему Востоку и странам Африки, заместитель Министра
иностранных дел России М.Л.Богданов принял помощника Президента Курдскогоавтономного района (КАР) Республики Ирак Фалляха Бакира.
В ходе беседы состоялся заинтересованный обменмнениями по актуальной ближневосточной проблематике с акцентом на положение дел
в Ираке и Сирии.
Был также затронут ряд практических аспектовразвития традиционно дружественных российско-иракских отношений, включая задачи
дальнейшего укрепления разноплановых связей с КАР.
On June 5, theSpecial Representative of the President of the Russian Federation for the
Middle East and African Countries, Deputy Minister of Foreign Affairs of RussiaMikhail Bogdanov, met with Falah Mustafa Bakir, Senior Foreign Policy Advisor
to President of the Kurdistan Region of Iraq.
During theconversation, there was an engaged exchange of views on pressing issues in the
Middle East, with a focus on the situation in Iraq and Syria.
A number ofpractical aspects concerning the development of the traditionally friendly
Russian-Iraqi relations were also discussed, including efforts to furtherstrengthen diverse ties with the KRG.

💬 We express our profound concern regarding the dangerous escalation of tensions in the Middle East.
❗️ We strongly condemn the military actions undertaken by the State of Israel on the night of June 13, which constitute a clear violation of the UN Charter as well as established principles of international law.
Unprovoked military strikes against a sovereign member state of the United Nations, against its citizens, peaceful cities, and critical nuclear energy infrastructure facilities, are totally unacceptable. The international community must not ignore such acts, which not only jeopardise peace but also undermine security both in the region and globally.
The timing of these attacks appears to be particularly cynical as they have occurred amidst a session of the Board of Governors of the International Atomic Energy Agency (IAEA) and just ahead of the next round of indirect talks between representatives of the Islamic Republic of Iran and the United States. These actions have drastically undermined the progress of painstaking multilateral diplomatic efforts aimed at reducing tensions and seeking solutions to eliminate suspicions and the bias surrounding Iran’s peaceful nuclear programme.
It is evident that West Jerusalem has made a deliberate decision to further escalate the situation and raise stakes. We have warned on numerous occasions about the destabilising effects of military ventures that threaten peace and security in the region. The full responsibility for the consequences of these provocative acts lies with the Israeli leadership.
We are closely monitoring the actions by the IAEA, which carries significant responsibility in this challenging situation. IAEA personnel, alongside citizens of the Islamic Republic of Iran, have also been exposed to Israeli strikes. We expect the IAEA Director General to provide balanced and objective assessments of the current developments – in particular, a comprehensive analysis of the potential radiological consequences of the attacks on nuclear facilities in Iran.
We also hope that the Western countries, which provoked the recent wave of anti-Iran hysteria at the IAEA Board of Governors, once again pushing through a short-term resolution tailored to suit their political preferences and entrenched phobias, despite its lack of broad international support, will come to realise the dangerous consequences of their destructive approach as well as the degree of responsibility they bear for the unfolding tragedy.
☝️ We strongly believe that, regardless of any justifications that may be offered by those who planned, developed, and carried out the attacks, the issue of the Iranian nuclear programme cannot and must not be resolved by military means. A sustainable settlement is only possible through peaceful, political, and diplomatic efforts.
We sincerely hope that this understanding will ultimately prevail. We call on the parties to exercise restraint to avoid further escalation and prevent a full-scale war in the region.
In this context, we note that the US is ready to hold another round of talks with Iran on the latter’s nuclear programme in Oman.

On June 12, Mr. Maxim Rubin, Consul General of Russia in Erbil, met with Dr Hemn Hawramy, member of the Politburo of the Kurdistan Democratic Party. The parties discussed the main issues of the international and regional agenda, as well as the domestic political situation in Iraq, with an emphasis on the process of forming a new Kurdish government and relations between Erbil and Baghdad.
