В Чёрном солнце - абсолютная монархия, т.е. царь творит что хочет и с советниками разве что консультируется. Власть жёсткая, централизованная. Царь считается богом. Местные боги зависят от людей и всячески царя поддерживают. Между собой у них полная демократия, если не сказать анархия.
С солнцем в этой стране всё нормально, а название страны - дань местному верховному богу, который пал в неравной борьбе с иштарским.
