Однако в ходе обсуждения этого проекта возникли неожиданные сложности. Депутаты решили, что все приюты должны быть построены по одному типу – соответственно, закон отправился на доработку.
Все это больше походит на откладывание решения, которое уже не может ждать. Случаев нападения дворняг на людей все больше, но бюрократические проволочки, видимо, важнее.
