В данном случае внутри власти работают разные логики: ведомственная, корпоративная, политическая, и у каждой из них свои бенефициары и единого подхода нет и не будет. Но все решает, как известно, один человек. И этого человека явно готовят к более жесткому решению. А тех, кто против, не особо спросят.
