Согласно обвинению, задания России Макаров выполнял с самого начала СВО на Украине.
В феврале прошлого года в центр тревоги поступило сообщение о горящем автомобиле Hyundai на улице Александри в Тарту. Спасатели потушили пожар, однако моторный отсек имевшего украинские номера автомобиля уже был уничтожен, а салон получил серьезные повреждения.
Месяц спустя Макаров был взят под стражу в качестве подозреваемого в поджоге.
Согласно обвинению, за это время он успел побывать в России, в Пскове, «чтобы получить новые задания, и выполнить их в Литве».
