Новый губернатор, при том, что действующий достаточно эффективен, не сможет быстро адаптироваться к региону и его особенностям. Следовательно, вряд-ли переход В. Шумкова или любого другого хорошо исполняющего свои обязанности губернатора возможен именно сейчас.
