Казалось бы, если глава регионального ЦУР, на котором держится оперативное решение проблем жителей, сам застрял на этом вопросе, то что говорить о рядовых магаданцах?

This provided opportunity to their linked entities to offload their shares at higher prices and make significant profits at the cost of unsuspecting retail investors.
