Он состоял из 41 статьи и предписывал российским и иностранным купцам и капитанам судов («корабельщкам») предоставлять цолнерам (сборщикам пошлин) истинную информацию о своём судне (название, грузоподъёмность, состав команды) и о грузе (цена, вес, качество, страна-производитель).
Регламент одержал правила передвижения и стоянки судов в портах, погрузки и разгрузки товаров (проводились только в дневное время), уплаты пошлин с ввозимых и ввозимых товаров и других сборов.

We don’t know what it means to earnings.” However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors.
