Дата связана с выводом советских войск из Афганистана 15 февраля 1989 года, однако задолго до этой даты тысячи советских граждан выполняли служебные задачи в разных уголках мира.
Официальных памятных дней, посвященных этим людям и их службе, в Советском Союзе не было, но была песня "Березовый сок", которая уже считалась гимном (неофициальным) им и их работе. Я об этом узнал в 1985 году.
Песня эта была впервые исполнена белорусской группой «Песняры» в 1971 году для фильма «Мировой парень», главную роль в котором сыграл Николай Олялин.

Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. Back in the day, Secret Chats received some praise from the EFF, but the fact that its standard system isn’t as secure earned it some criticism. If you’re looking for something that is considered more reliable by privacy advocates, then Signal is the EFF’s preferred platform, although that too is not without some caveats. Additionally, investors are often instructed to deposit monies into personal bank accounts of individuals who claim to represent a legitimate entity, and/or into an unrelated corporate account. To lend credence and to lure unsuspecting victims, perpetrators usually claim that their entity and/or the investment schemes are approved by financial authorities. The original Telegram channel has expanded into a web of accounts for different locations, including specific pages made for individual Russian cities. There's also an English-language website, which states it is owned by the people who run the Telegram channels. This provided opportunity to their linked entities to offload their shares at higher prices and make significant profits at the cost of unsuspecting retail investors.
