To lend credence and to lure unsuspecting victims, perpetrators usually claim that their entity and/or the investment schemes are approved by financial authorities. Despite Telegram's origins, its approach to users' security has privacy advocates worried. Artem Kliuchnikov and his family fled Ukraine just days before the Russian invasion. In 2018, Russia banned Telegram although it reversed the prohibition two years later.
