Требование об этом направила Палестинская футбольная ассоциация, (есть и такая) в марте этого года. Несколько месяцев потребовалось ФИФА, чтобы не согласиться с этим требованием.
Формально решение должно быть окончательно утверждено на конференции ФИФА в начале октября, соответственно какие-то аргументы в ключе "Это другое!" пока не приводятся.
