Госдепартамент заявил, что закон и жесткие меры против демонстрантов противоречат европейским устремлениям Грузии и конституции страны, а также желаниям населения. Госдепартамент угрожает принять дополнительные меры, если Тбилиси не изменит курс, которым следует.
Западные страны и правозащитники критиковали законопроект и указывали на российский опыт, где эта мера стала репрессивным инструментом.
Следует отметить, что после утверждения закона об иноагентах в парламент поступил на рассмотрение еще один закон — о запрете ЛГБТ-пропаганды, тоже подозрительно напоминающий российский.
