Это же естественно, логично и понятно - когда возникают трудности, оставаться на месте и решать проблемы. Ведь если будет гореть дом, чиновник же не будет убегать подальше, а будет тушить. Или оставит семью одну на пожаре? Так зачем тогда по каждому поводу принимать отдельный закон? Так и складывается зарегулированность, убивающая естественную жизнь и мораль. Должна работать простая человеческая логика - побежал, оставил свой пост в трудную минуту, пошел вон из системы.
