Говорят, за время руководства Макаров так и не смог собрать собственную команду, оставаясь зависимым от кадров, навязанных областной властью. Будучи ограниченным в принятии решений, он предпочитает не высовываться, производя впечатление мягкого и нерешительного руководителя.
Сегодня Макаров был вновь переизбран. Он уже давно выглядит как человек, умоляющий отпустить его на пенсию, но местные власти не торопятся выполнить эту просьбу.
