They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users. So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives? However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors.
