Пожалуй, инициатива о единой системе органов публичной власти станет самым редактируемым проектом федерального закона после законов о бюджета.
Можно без преувеличения сказать, что у всех желающих субъектов права законодательной инициативы была возможность внести свои предложения, и этим правом активно пользовались.
