Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. The Dow Jones Industrial Average fell 230 points, or 0.7%. So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives? But because group chats and the channel features are not end-to-end encrypted, Galperin said user privacy is potentially under threat.
