Стройки на особо охраняемых природных территориях (ООПТ), как и раньше, документ практически исключает, но в законодательство вводят новый термин — особо охраняемые зеленые территории (ООЗТ). В рамках ООЗТ будет разрешено строить парковки и капитальные строения — спортивные, оздоровительные и рекреационные объекты. Столичным властям при этом дается право своим решением переводить ООПТ в ООЗТ.
