Суммарный коэффициент рождаемости критерий очень сомнительный, так как у большинства губерний практически нет никакого ресурса влиять на демографическую политику, повышая рождаемость среди коренного населения. Практически все инструменты, которые были бы эффективны для повышения рождаемости, нуждаются в федеральных решениях.

Потому как бы в стремлении повысить рождаемость некоторые озабоченные должностью губернаторы не начали ещё больше привлекать в свой регион инокультурных мигрантов.
