У грудні 2019 року посадовець, за попередньою змовою з директором підрядної організації, уклав договір на виконання робіт на озері у Подільському районі Києва. Після завершення робіт, розуміючи, що вони не були виконані в повному обсязі, підписав акти про приймання робіт.
Так, не були виконані роботи з облаштування поливної насосної станції, утеплення, штукатурення та фарбування, а також завищено витрати на оплату праці робітників.
