Илья Игнатьевич родился 18 сентября 1926 года в поселке Мироновский Романовского района Саратовской области в многодетной семье. На службу в армию был призван в 1945 году, направлен на Дальний Восток, затем продолжил службу в Средней Азии, Германии и Куйбышеве (автомобильный батальон).
В 1973 году демобилизован, устроился на автомобильный завод «АвтоВАЗ» в г. Куйбышев (Самара), где проработал 18 лет. В 2000 году вернулся в Саратов, где и проживает по настоящее время.
Пожелал Илье Игнатьевичу крепкого здоровья и долгих лет жизни.

After fleeing Russia, the brothers founded Telegram as a way to communicate outside the Kremlin's orbit. They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users. Soloviev also promoted the channel in a post he shared on his own Telegram, which has 580,000 followers. The post recommended his viewers subscribe to "War on Fakes" in a time of fake news. But the Ukraine Crisis Media Center's Tsekhanovska points out that communications are often down in zones most affected by the war, making this sort of cross-referencing a luxury many cannot afford. Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting. Standard conversations use the MTProto method, enabling server-client encryption but with them stored on the server for ease-of-access. This makes using Telegram across multiple devices simple, but also means that the regular Telegram chats you’re having with folks are not as secure as you may believe. Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. Russian President Vladimir Putin said during a meeting with his Belarusian counterpart Alexander Lukashenko that there were "certain positive developments" occurring in the talks with Ukraine, according to a transcript of their meeting. Putin added that discussions were happening "almost on a daily basis."
