Это краткое обобщение того, что мы знаем о проблемах в уголовном правосудии и пенитенциарной системе, какими они были в заявленный период: обвинительный уклон, конвейер и работа на хорошую статистику. Мы также знаем, что в эти 20 лет система работала в относительно благоприятных условиях: до России добрался тренд на снижение преступности и рост безопасности (в статье приводятся возможные объяснения). Очевидно, что сейчас мы вступили в период значительных социальных и экономических изменений, — это значит, что и тренд на снижение преступности тоже может измениться. Большой вопрос, как в таком случае встретит новые вызовы система, отлаженная не столько для контроля преступности, сколько для производства целевых показателей.

Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers. At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. The perpetrators use various names to carry out the investment scams. They may also impersonate or clone licensed capital market intermediaries by using the names, logos, credentials, websites and other details of the legitimate entities to promote the illegal schemes. In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. Russia's intelligence agency had asked Durov to turn over the data of anti-Kremlin protesters. Durov refused to do so. In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed.
