Согласно опубликованному Указу Президента Украины, в санкционный список были включены 18 физических лиц из России и Украины. Среди них:
- Российский предприниматель Константин Григоришин; - Шахматист и сенатор Совета Федерации РФ Сергей Карякин; - Оперный певец Василий Герелло; - Российскийпоэт-песенник, народный артист России Илья Резник.
Кроме того, ректор Московского государственного университета имени М. В. Ломоносова Виктор Садовничий, а также альтист и дирижёр оркестра Юрий Башмет были лишены всех государственных наград Украины.
