Perpetrators of these scams will create a public group on Telegram to promote these investment packages that are usually accompanied by fake testimonies and sometimes advertised as being Shariah-compliant. And this seems like an excuse to kick the can further down the road still and not do too much too soon." At its heart, Telegram is little more than a messaging app like WhatsApp or Signal.
