In 2018, Russia banned Telegram although it reversed the prohibition two years later. Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. They commonly offer unrealistic returns of as high as 1,000% within 24 hours or even within a few hours.
