Опероуполномоченные ОРПОН УУР УМВД России по Тюменской области Дмитрий Присяжный и Александр Плотников обвиняются в превышении должностных полномочий с применением насилия с использованием специальных средств. Первый - по двум эпизодам, второй по одному эпизоду ст.286 ч.3 УК РФ.
В октябре 2021 года житель Тюмени обратился в полицию после угона автомобиля, но в итоге сам оказался на Тульской, 3. Присяжный и Плотников всю ночь избивали молодого человека и пытали током. В итоге задержанного заставили подписать явку с повинной — якобы он угнал свой и другие автомобили. Затем тюменца закрыли в ИВС. Суд не стал арестовывать задержанного из-за отсутствия доказательств, кроме подписанной им явки. Также пострадал друг задержанного. Ему сломали ключицу.

One thing that Telegram now offers to all users is the ability to “disappear” messages or set remote deletion deadlines. That enables users to have much more control over how long people can access what you’re sending them. Given that Russian law enforcement officials are reportedly (via Insider) stopping people in the street and demanding to read their text messages, this could be vital to protect individuals from reprisals.
