Если вы откроете проект НПА про экспериментальный режим, то вы там в изначальном тексте не увидите стиральных машин, но потом, в результате обсуждений, претерпели изменения формулировки и если этот проект примет Правительство РФ в таком виде, с 1 сентября 2024г. если такие стиральные машины ввозят не из стран ЕАЭС (а кто туда входит - здесь) - то либо поручительство/банковскую гарантию прикладывать, либо платить экосбор и все это до дня выпуска таможней.
