Проблема в том, что все личные разговоры чиновников по своей сути понятны, результаты публичны и все переписки – не содержат секретной и интересной для зарубежных стран информации, для которой есть – закрытые защищенные каналы связи, которыми, например, на постоянной основе пользуются военные базы и прочие такого типа учреждения.
Да и проблема еще и в том, что данные передают мессенджеры, а не телефон. В общем, запрет ради запрета, если это не вброс.

If you’re looking for something that is considered more reliable by privacy advocates, then Signal is the EFF’s preferred platform, although that too is not without some caveats.
