План заключается в том, что организация за 10-20 дней до парламентских выборов, которые должны пройти в октябре, опубликует промежуточный доклад с выводом об "отсутствии в стране условий для проведения свободных и честных выборов".
После того, как появятся первые итоги голосования, будет опубликовано заявление о несоответствии "электорального процесса нормам демократии".
